Qaraqi: Case of Palestinian prisoners to be taken to the Hague

Bethlehem – Ma’an – Palestinian Minister of Prisoners and ex-Detainees’ Affairs Issa Qaraqi announced on Wednesday that a professional committee has been established to prepare the case of Palestinian prisoners in Israeli jails to be taken to the International Criminal Court at the Hague.

The file in question relates to Palestinian prisoners considered Prisoners of War under the Third Geneva Convention.

Qaraqi made the announcement during a meeting with the UN Commissioner for Human Rights in the occupied Palestinian territories Eva Tomitch at the UN headquarters, where he and a delegation from the Ministry discussed the legal mechanism to employ within the UN’s framework.

Recently, a delegation of lawyers visited Cairo and met with committees in the Egyptian Ministry of Foreign Affairs to construct a case for the Hague, in cooperation with Arab League, which has endorsed the move.

Qaraqi explained that the Ministry requires further assistance from Arab delegates and the UN in order to ensure that legal protection is provided to Palestinian prisoners in Israeli jails.

A legal memorandum has been prepared for discussion, he said, adding that the UN Commissioner showed a great willingness to cooperate and assist in legal consultation for other Israeli violations.

Qaraqi added that the ministry has begun implementing the recommendations of the International Prisoners’ Conference held in Jericho in November last year, which aimed at shedding light on the cause of Palestinian prisoners and compel Israel to commit to its obligations under the Geneva Accords.
