PCHR weekly report 23/9 - 29/9/2010: 13 Palestinians arrested during incursions, 3 including 1 child arrested at checkpoints, 1 French activist detained during demonstration

 extracts from PCHR weekly report 23/9 - 29/9/2010:

In recognition of ICRC as the guardian of the Fourth Geneva Convention, PCHR calls upon the ICRC to increase its staff and activities in the OPT, including the facilitation of family visitations to Palestinian prisoners in Israeli jails.

IOF continued to use force against peaceful protests in the West Bank and the Gaza Strip.
IOF detained a French human rights defender for several hours.

At approximately 11:30 on Saturday, 25 September 2010, dozens of Palestinian civilians and international human rights defenders organized a peaceful demonstration in Beit Ummar village, north of Hebron. They moved towards areas of Palestinian land, which are threatened of confiscation by IOF, near "Karmi Tsur" settlement, south of the village. IOF attacked and fired at the demonstrators. As a result, two Palestinian civilians, including a child, and 3 American human rights defenders, sustained bruises:

IOF also detained Francis Debeleouk, 22, a French human rights defender, for several hours.

IOF conducted 24 incursions into Palestinian communities in the West Bank.   
- IOF arrested 13 Palestinian civilians.


 Israeli troops stationed at military checkpoints and border crossings in the West Bank arrested at least 3 Palestinian civilians.

· At approximately 01:00, IOF moved into Tarma village, southwest of Hebron. They raided and searched a house belonging to Mohammed 'Abdul Karim 'Abdullah, 40, and arrested him.


Sunday, 26 September 2010

· At approximately 10:00, IOF moved into 'Azzoun village, east of Qalqilya. They patrolled in the streets and established a number of checkpoints. They chased Mahmoud Mohammed Radwan, 19, so he had a shelter in the building of the municipality. Israeli soldiers closed the building and arrested Radwan. They released him after summoning him for interrogation. IOF withdrew from the village at approximately 12:30. 

Monday, 27 September 2010

· At approximately 01:30, IOF moved into Talfit village, southeast of Nablus. They raided and searched a number of houses and arrested 5 Palestinian civilians:

1. Hassan Ibrahim Faraj, 35;
2. Ayoub Farah Msallam, 31;
3. Aysar 'Omar Shahin, 35;
4. Younis Mahmoud Msallam, 32; and
5. Rasmi Jaber Shahin, 30.

· At approximately 02:00, IOF moved into al-Yamoun village, northwest of Jenin. They raided and searched a house belonging to the family of Adeeb Mustafa Smoudi, 25, and arrested him. 

Tuesday, 28 September 2010

· At approximately 00:10, IOF moved into Tulkarm. They patrolled in the streets for some time and withdrew later. They moved into the town again at approximately 02:00. They raided and searched a house belonging to the family of Sameh Mahmoud Abu Safaqa, 21, in the east of the town, and arrested him.

At approximately 01:30, IOF moved into al-Ramadin village, southwest of Hebron. They raided and searched a number of houses and arrested 4 Palestinian civilians:

1. Nayef Mohammed al-Zagharna, 34;
2. Naji Isma'il al-Daghaghma, 35;
3. Hussein Salem Daghaghma, 22; and
4. Ibrahim Mohammed al-Daghaghma, 35.



Arrests at Military Checkpoints

· At approximately 16:00 on Friday, 23 September 2010, IOF established a checkpoint at the northwestern entrance of Irqa Bourin village, south of Nablus. They stopped and searched Palestinian civilian vehicles and arrested two Palestinian civilians: Yousef Hafez 'Qi'dan, 42; and Ayman Khaled Shibli, 38.

· On Monday noon, 27 September 2010, Israeli soldiers stationed in Jaber quarter to the south of the Ibrahimi Mosque in the south of Hebron, arrested Sayel Rebhi Qwaider, 15, a student in Hebron School, claiming that he did not obey orders to stop and he was suspected of throwing stones.
